Ownership
A fuel flag with no owner becomes folklore. I label the row so the person who can finish it is obvious.
Mixup: dispatch. The gallons are yours and the unit is wrong. Review: a named person with the authority to pull a receipt. Sensor: maintenance. Nobody gets all three, or the list dies.
Finance sees the week. They should not be the ones opening pump video. Safety sees a minute and a unit, not the whole card file.
Cleared means a person looked at the evidence and decided. It does not mean the row disappeared to make Monday pretty.
I do not clear rows inside your TMS. The report records the ask. Your team records the decision in whatever system they already trust.
What I look for

A reviewer pulls receipts and, if needed, video.
The shop fixes the unit before anyone uses it as proof.

Then they still get three labels. The work is different even when the name is the same.
I will walk through the first lists. After that, the list should stand without me in the room.

On the first call I will ask who touches fuel today. The audit should fit those people, not a new org chart.
